The Multilateral Environment Agreements Regional Enforcement Network (MEA-REN) project is looking for a young talented web developer to design and develop the project's website with a Content Management System (CMS).

1. Background
The Multilateral Environment Agreements Regional Enforcement Network (MEA-REN) project aims at initiating an integrated regional cooperation between countries in North East, South and South East Asia that will enable the participating countries to gain better control over their import and export of chemicals [Ozone Depleting Substances (ODS), Persistent Organic Pollutants (POPs), chemical waste) by promoting further regional co-operation for the control of trans-boundary movement of those chemicals. The project will establish improved communication channels for informal information exchange and develop common tools for data management and collaboration, through extending the existing ODS enforcement networks by integrating control of trans-boundary movements on chemicals covered by the Montreal Protocol, and the Rotterdam, Stockholm and Basel Conventions. UNEP, with relevant partners, is requested to develop the MEA REN website based on the directions provided by participants, with the inclusion of a public and a private section.
2. Objectives
The consultant need to develop the MEA REN website in accordance with the following requirements:
1. To present the MEN REN project and update its progress;
2. To design a public and a private section in the website; and the private section is accessible only to the closed user group to and its confidentiality is secured.
3. To include the contents of the existing webpage (http://vn1.estis.net/sites/mea-ren/) in the public section;
4. To set up a forum for discussion in the private section;
5. To provide recommendations on navigation, page content, form designs and site map;
6. To have the site built so that UNEP can easily manage the content; and to keep the site fresh - i.e., changing photos, seasonal items, and scheduled news/events;
7. To train the people who will make site updates;
8. To provide relevant statistic in the site for UNEP to measure usage and/or success;
9. To have the content of the website searchable;
10. To ensure that the website is easily found by search engines, and to register the site with the dominant four (Google, Yahoo, MSN/Live, Ask) search engines;
11. To make the contact information be easily found on the site;
12. To make the interaction with audiences actively and easily;
13. To make sure that UNEP receive / retain any domain registration information, domain registrar usernames/passwords as well as its web/email hosting setup information and username/password in case of future changes.
3. Qualification:
The consultant needs to have experience in designing websites, and have good skills in Linux, Apache, MySQL and PHP (LAMP) and Drupal CMS.
